From the following four primary perspectives

                MAFGA promotes its programs

 Based on the objective of establishment articulated in the article 3 of the Endowment Act and prioritizing the four perspectives discussed in the Second Phase Reform Planning Committee, MAFGA will promote its programs and management.


「人権尊重」の視点
Intolerance to alien and prejudice to different cultures still exist in the Japanese society. Even if foreign residents speak Japanese, many of them still feel isolated in the community. In order to protect the rights of foreign residents in the community, the city government and local community should work together to solve the problems “in social systems” and for cross-cultural understanding among the people as well as providing learning opportunities of the Japanese language. At the same time, even with the limited financial and human resources, MAFGA will study measures of effective support to the vulnerable people such as children and women.

「多文化共生」の視点
Since it is the greatest challenge of the human being to realize the society in which the people of different languages, cultures and religions live together in peace, it is not easy for us to live in equal and mutual relationship with others. To reflect the voice of foreign residents who are the minority in the society, MAFGA places greater importance on enlightenment to the vast majority.


「市民参加」の視点
While the financial problems of the local governments are getting more strained, citizen’s participation in the private non-profit sector is growing in the current shift from the government to the private sector. It is a very important theme who and how to take responsibility and what model to create for the sustainable social system in the field of the “public sector” which is in between the private and the government. At MAFGA, around 5,000 volunteers in total of one year are engaged in the activities. As MAFGA has double aspects of private and government, we promote citizens’ participation in cooperation with the local government, volunteers, NPOs, education institutions, and business enterprises as well as with those who are working in the field of social welfare and education.


「組織作り」の視点
Not only promoting the programs along with the internationalization plan of the city government, MAFGA, reflecting social trends and needs, will consolidate the condition in which volunteers act aggressively and independently to realize the internationalization in the local community. Regarding the financial management, MAFGA will conduct investment activities, try to gain grants in aid, hold language classes, and increase supporting corporations in the city from the view point of independent finance. Thus MAFGA will try to generate more income from its own projects. In the field of organization management, it will reinforce training and seminars to grow the next generation in this field.

Objective of Establishemtn

Taking advantage of its historical, cultural and geographical features of the Minoh city, MAFGA will promote international exchange that contributes to the internationalization of the local community, the respect of human rights, and the global peace in the world. (Article 3, the Endowment Act of MAFGA)
